An Uptown man was arrested for calling the city's 311 call center and threatening Mayor Rahm Emanuel. King Heard, 64, made the call on March 7, and the call center operators and police were able to track him down easily using caller ID.

The Sun-Times writes:

He told the operator that Emanuel “don’t own Chicago. I’m going to vacate everybody and I’m going to lay him down,” according to Cook County State’s Attorney spokesman Andy Conklin.

During the one-minute, 20-second call, Heard also made numerous unintelligible statements, Conklin said.

Heard is being held on $750,000 bail. He also has a previous conviction for threatening a public official in 1991. At the time he was sentenced to 30 months of psychiatric evaluation.
